Unlocking the Elder’s Recess requires clearing all of the previous 4 areas. To do this, you need to have tier 5 investigations on BOTH the commissions and the elder melder. In addition, you need to purchase a special key from the store for 50k zenny which allows you to instantly move between any unlocked area AND clear out the main quests in those areas, allowing you to start tier 5 investigations as soon as the store updates with the key. These keys are limited use, so make sure you ONLY use them on unlocking new areas and not wasting them on farming for mats and expeditions.
